Picture Gallery Script update

Today I have updated the Picture gallery script.
There was a serious bug in the old version, so I had to make the update quickly.
Most of the changes were in the admin area, only a few changes can be seen by the visitors.
If you find some errors, just report them to me.
Also I have changed the charset of all pages to UTF-8.
